Systemic Issues


Systemic issues are those that meet the following criteria:

  • Affects more than one young person;
  • If not addressed, is likely to re-occur; and
  • Typically requires a change to policy, regulation or legislation to resolve.

Issues that are included are those that are, or have the potential to be, wide spread and arise from a policy or procedure or absence of such; arise from a service gap; arise from a casework practice approach or problem that has been identified by more than one young person.
